MSV-1098 is a 24-hour toll free phone line for children in distress in the city of Bangalore, endorsed by the Police Commissioner. Every call is attended to by a counsellor who identifies the need of the child for immediate counselling, information, medical aid or temporary shelter. The counsellor then determines if the child needs direct assistance or refers her to any of the 45 organisations and individuals who have committed to offering their services for a child in distress. The helpline receives about 40-50 calls a day. It also meets with children at schools, at their areas of work, and in slums, to create awareness about MSV-1098 and children's rights. It offers pre-and in service training for police personnel on laws related to children's issues. It also works towards sensitising them towards proactive intervention with children, especially juveniles who come into conflict with the law. It facilitates links between children and the state, so that law can be used effectively to realise justice and equity.
